Imagine Public Square with a splash zone, a cafe, space for concerts and movies, and in winter time an ice skating rink, but no Ontario Street cutting through. That's the vision of the city's Group Plan Commission, set up to improve the city's public spaces. Funding needs to be worked out, but supporters say the makeover would do a lot for downtown Cleveland.
