A Path to Citizenship?

A bipartisan group of U.S. Senators has proposed immigration reform that would create a path to citizenship for 11 million undocumented immigrants in the United States. They'd be able to work, but must pay fines and back taxes and could wait up to 15 years for citizenship, which would require them to speak English and pass a civics test.
