Police Monitors Say Cleveland Lags On Key reforms

The team monitoring Cleveland's police reform efforts reports the city has made progress in some areas, but notes there are still "Ongoing challenges". 

The findings come from a six month review of the city's police reform agreement with the justice department. 

It's the third semi-annual report from the monitoring team.
