Ohio valley historian Steve Shaffer had been fascinated by the story of Indian Head Rock since he was a sixth grader. Years, ago the rock would appear in the river when the water was low. Portsmouth residents would walk out to the rock and carve names on it - and one theory says an Indian might have carved this picture on it - hence the name. The rock disappeared ninety years ago after dams raised the river's water level. Steve spent two years searching for the rock, and when he found it, he hauled it back to Portsmouth for all to see. Since the river is within Kentucky's borders, Kentucky officials say the rock belongs to them and have started court proceedings to get it back.
