Portman Backs Defunding Obamacare in Budget Resolution, But Says It Won't Pass Senate

"I'm not naive enough to think that with 45 Republicans in the Senate, we're going to be successful in repealing and replacing Obamacare," Portman said, "but that's where I stand."

A bit later, he continued, "The likelihood is that given the fact that there are 55 Democrats and 45 Republicans, that we will be unsuccessful in that. And ultimately, of course, the president has issued a veto threat."

House Speaker John Boehner says he expects the House to pass the measure this week. Portman says he would like the Senate to debate and vote on it.
