Hold Back Third Graders Who Can’t Read?

When some third-graders cannot read, they won’t be promoted to the fourth grade. That’s the new system that Governor John Kasich wants Ohio to adopt. State senators considering the idea are being told that Florida has used the tougher standard to improve education and Ohio should follow suit. Statehouse correspondent Bill Cohen.
