As 2011 dawned, Ohio legislators were facing what was called the biggest state budget crisis in more than a half century. Eight billion dollars in one-time money that padded the previous budget was no longer there…and lawmakers had to fashion a dramatically smaller spending plan for the next two year cycle. In the first part of our year-in-review series, statehouse correspondent Bill Cohen reminds us what a turbulent year it was on Ohio's budget front.
