Should Health Officials Be Able to Set Up Needle Exchanges Easily?

Ohio legislators are considering a bill that would make it easier for local health officials -- without the blessing of city councils -- to set up needle exchange programs for drug addicts. Testimony on the idea today (Tuesday) in a subcommittee of the Ohio House Health Committee attracted several backers of the plan.
