Ohio legislators are considering a bill that would make it easier for local health officials -- without the blessing of city councils -- to set up needle exchange programs for drug addicts. Testimony on the idea today (Tuesday) in a subcommittee of the Ohio House Health Committee attracted several backers of the plan. Statehouse correspondent Bill Cohen was there too....and filed this report.
