Years ago, Ohio legislators endorsed the Great Lakes Compact, an agreement among the neighboring states that they won't let other regions or countries siphon water away from any of the great lakes. By 2013, though, Ohio has to enact new water-use standards as its part of the Great Lakes Compact. Business groups and some Republican legislators have unveiled their proposal for those standards, but environmentalists don't like it. Statehouse correspondent Bill Cohen has both sides of the story.
