When word came Monday to evacuate the village of Fairport Harbor, Lake County activated its reverse 911 system to get the message to residents. But many people didn't get the call. Out of the more than 1500 calls placed, about 1/3 bounced back. As people abandon land lines in favor of cell phones, the cell phone numbers usually don't find their way into the database. ideastream's Eric Wellman spoke with Larry Greene, Lake County's emergency management director about what happened.
