Download MP3Fall-out is continuing from the Ohio legislature's failure to pass a two-year state budget by the July First deadline. Lawmakers had to pass three one-week budgets and Ohioans who took their high school equivalency tests are still feeling the negative impact of that. Statehouse correspondent Bill Cohen explains.
