The Ohio House of Representatives last night approved a $54 billion two-year state budget to fund dozens of government programs from schools and colleges to prisons, medi-caid and mental health, but it didn't happen until after more than four hours of partisan debate. Statehouse correspondent Bill Cohen files this report.
