The Ohio Department of Youth Services is changing its process for releasing children from its facilities. Agency Director Tom Stickrath says the procedure will no longer base release on a prescriptive formula.
He says the release will now be made based on the individual situation of each child. The agency and attorneys representing kids in the facilities agreed to these changes as part of a court battle over how young offenders are handled in these lockups.
