The expectations are high for Governor Strickland's State of the State speech tomorrow. Ohioans will be listening for solutions to the state's economic problems and for his proposals to reform public education. One school funding expert has an idea that he says could revolutionize the system, but critics say his plan isn't worth fighting for. Statehouse correspondent Karen Kasler reports.
