In his inaugural address, Jackson promised to follow through on his plan to improve public schools and reduce crime by expanding economic opportunities for low-income residents. Repeated a theme he has echoed often, Jackson said his administration should be judged by how it serves the least of Cleveland's residents.

"There will be excellent education," Jackson said. "There will be safe and healthy neighborhoods with excellent city services. Where people choose to immigrate from around the world and be here in the city of Cleveland. Where everyone is better off as a result of what we do. When we accomplish all of this, Cleveland will be a great city."

The mayor won reelection last November with 66 percent of the vote, defeating businessman Ken Lanci.
